St. Petersburgh, August 23, 1908. DEATH of British subject at Harbin. Your despatch No. 242 of the 10th instant. In conveying my thanks to the Russian Government for the action of their Consul-General, would it not be advisable to add a sentence in the terms of the third paragraph of Sir J. Jordan's telegram No. 143 of the 12th instant, and at the same time inform them of the steps which His Majesty's Minister proposes to take, as described in the fourth paragraph of that telegram?
